You can tell because the window trim ends up recessed from the vinyl, or flush with it, instead of protruding from the siding.

If a tenant doesn't pay the water bill and service is stopped, they won't be able to flush their toilets... phew!  

I have a better idea, take all that money you are about to invest with them and just flush it down the toilet.

Items I look for are, does the flooring need to be replaced, do all appliances work, its is clean enough for the next group to move in or does it need extensive cleaning, what condition is the yard in, anything mechanically wrong (do the toilets flush, windows open, garage door work, locks and keys all work and so forth).You can bring a handy many with you if you have one that's cheap, if you are really concerned you can always hire a home inspector, but that's going to cost you 400-500$, and probably overkill.

But when I went to check it out, I kept flushing but don't see any leaking.

Since this is a flagged hotel, you might want to review the franchise agreement to check the remaining term and flush out any potential PIP (Property Improvement Plan) that Holiday Inn may be requiring.
