We would petition that an elderly family member was going to live in the separate house on the land.

And make sure the seller isn’t an elder, you don’t want elder abuse on the list. 

The current owner has the entire building set up through HUD for the elderly and disabled and I am looking to continue that model.

To answer Chad's question, its a private auction held by the estate (or family) of a deceased elderly woman.

I'm just not sure quite how to structure this since selling their house and moving seems overwhelming to them (most elderly don't want to make the leap until they absolutely have to BUT I'm also worried that Alzheimer's runs in my family and I would like my mother to be familiar with a new location for a while before symptoms begin setting in).

My 9-5 job is a home care nurse so I have seen many of these older buildings converted into elderly apartments and I know the need for elderly housing is always in demand.

Generally I have the tenants change them unless they're difficult to reach or the tenant is elderly/unable.

I'm not sure about which state you're in, but there's another possibility of maybe not getting as much as you think as far as the inheritance goes with an inheritance tax coming into play (a question for an elder law attorney if you don't already know the answer to this).
