Main problem is, there is what looks like 1-2 feet of still dark water sitting in the basement ( completely concrete unfinished basement no drywall or flooring).

As you may have noticed, things can change drastically from block to block in New Orleans.

In case you are put in a situation where you are asked to prove that you are still the beneficial owner, nothing blocks you to reassign the beneficial interest to you from the LLC at that time.

Depending on where you live in the U.S comps are block by block just like they are here where I am.

The house is a 1971 block, slab on grade with truss hip roof with an L shaped footprint. 

there are not enough lawyers on our coast to take care of the massive volume of real estate transactions ala the way its done in attorney closing states.. there would be a big need to scale up if all of a sudden attorneys had to be involved not to mention slow things way down.. the other one that we simply don't do out our way is all the surveying that gets done.. its rare to the extreme to survey a property that was in a lot and block subdivision … but since I build in Charleston you MUST survey there there are encroachments all over the place. but like in Texas they survey lot and block as well.

Balconies, stairs, concrete, retaining walls, etc. 

If you're in say the 3000 block it's probably ehhh or maybe even a little overpriced. 

Any suggestions on concrete pavers?

@Chris GrenzigIn addition to vinyl plank mentioned in the posts above, I have clients who will finish (polish) a concrete slab and use it as interior flooring.
