You can also do a Bridge loan on the property that is for sale. 

They (and others) will tell you that you can make money jumping off a bridge, they aren't responsible if you jump from one and can't swim!

The financing you're seeking is a bridge loan where would go in at 65-70% of the ARV issuing a rehab hold back for you to draw down on and complete the project. 

I don't know of any hard money lenders that are looking at ROIs, but they typically want to know that the ARV is high enough to refinance out of the bridge/rehab loan after the work is complete.
