I wanted to know if anyone has had experience converting small properties like these to MFH's and if they have any affordable housing programs they recommend or if they know builders. 

Builders have no incentive to build new stock of clean affordable housing because margins are slimmer and many cities are against that type of housing.  

Yes, you certainly need insurance, usually a Builders Risk policy.

This one irks me a bit because the paint on the walls is actually builder primer and they required us to wash all walls prior to move out.

so a triplex/duplex only requires the same review as a Single Family home.So, I'm just building an excel spreadsheet with best/worst case budget #'s for each step in the process,  get an approved set of plans and then I'm going to shop it to 3-4 builders I already like in my area.   

I own 50 in the area and am a builder too.

They are small cracks and I brought it up to the builder who responded that concrete cracks and thats why we have a warranty.
