He was one of those contractors that promised the world and was willing to work with me but when I offered to purchase the property, draft a partnership agreement and told him to file a mechanics lien or record a mortgage on the property, I never heard from him again.

As in, is there any degree of fudging that's possible like claiming electrical and mechanics were already in place and there was only drywall work done?
