Epoxy putty, flex seal, whatever you use can patch it for a short while but the real permanent fix is to remove the stretch of pipe which involves removing walls on a tiled bathroom.However, even though the drain line drains from my kitchen, it is located in a wall cavity which separates two units.

Doing about a minute of research turned up this: http://www.cai-georgia.org/pdfs/Georgia_Condominium_Act.pdf (page 5) (a) Except to the extent otherwise provided by the condominium instruments: 2) To the extent that walls, floors, or ceilings are designated as the boundaries of the units or of any specified units, all doors and windows therein and all lath, wallboard, plasterboard, plaster, paneling, molding, tiles, wallpaper, paint, finished flooring, and any other materials constituting any part of the finished surfaces thereof shall be deemed a part of such units; but all other portions of such walls, floors, or ceilings shall be deemed a part of the common elements; That seems to say the windows would be YOUR responsibility.

To get more information I would speak to a local company that replaces or relines sewer laterals from the house to the sewer and they should be able to tell you from their experience which municipality does what.I am having interior drain tile put in on my personal residence in a couple days.

Just an update on this house.I went and looked at the house yesterday and had my agent give me real numbers $110k ARV, $950-$1100 rentShort version: I gently offered $70k, they declined and said they would hang on to it and keep trying.My evaluation:Seems like a nice neighborhood alot of older people, and decent incomes (assuming based of the vehicles in the driveways and landscaping)First thing I noticed as I pulled up was the house was an ugly color and inconveniently narrow driveway lolThe inside was actually very nice the kitchen was all new, (everything was cheap materials i.e. vinyl "tile" floor, formica countertops, nice big cabinets but no hardware) But the original hardwood throughout the rest of the house was very nice, bathroom looked new but again cheaper materials.

Now, I have seen my share of destruction from angry home owners who wanted to stick it to the banks who foreclosed on them.Broken windows, smashed tiles, cracked bathtubs and toilets, sprayed painted kitchen cabinets, ruptured copper pipes, poured concrete down toilets and bathtub drains.
