The city has issued licenses, they are just very limited, hard to get, and there are a lot of restrictions around how it can be used. 

I am looking for someone that is active in this market and can guide me on how friendly or not the city might be to replating these lots and also some one that I can work with on the renovations. 

I have read the city’s guide https://www.slcdocs.com/Planning/Guides/ADU_handbook.pdf but I still have questions.1. can tell that till require the owner to live there for the ADU. 1a is it for permanent residency or is it justified if it is a second home that I would use occasionally?

One of the biggest pitfalls is the age of the buildings I'm looking at. 

I would also recommend looking at cities close to Greenville, like Anderson, Easley, & Simpsonville as well since Greenville can be competitive unless you are looking at off-market deals.Also the non-occupancy tax would be based on the tax assessed value of the property and not the income it produces.

It is a very easy process, and the city is very helpful.

One is fourplex near downtown of Union city new jersey and the other a duplex in jersey city heights neighborhood.

They city required that I replace the best sidewalks in the neighborhood under the program and the cost was substantially higher than estimates I obtained on my own. 

Banks will take too long for most investor properties- especially in cities like Atlanta where the property will sell fast (and the seller wants their money fast). 

Homes prices are still at record highs, some decreases-depending on the city, however, high density apartments are skyrocketing.
