I want to ensure that I follow any sort of regulations and safety standards but I don't know where to even start or know how to estimate rough costs.

If you are very experienced, working with the listing agent can give you an edge in getting your offere accepted, but if you are not you really need someone on your side.Looking at your numbers, have you spoken with a lender yet.

There are sometimes longer escrows, around 30-45 days, the pest inspection which you mentioned, and sometimes certain safety issues that need to be repaired.

We recently found a competitive Broker that has helped a lot of them cut overhead.

I wanted to ideally use a minimum credit score cut off for tenants since that's something I'm familiar with and know how to interpret, so I'm wondering if you all do the same and if so, what screening service do you use that gives you tenants' actual credit score?

I don't think that's as clear-cut. 

In a case like this often the brokerage/agents get a cut of that EMD that you would typically forfeit.

In other words, a wholesaler needs to find a deal where they can get the property under contract for an amount that is low enough that they can not only cut themselves in on the deal (assignment fee, etc), but also pitch it to an investor who sees enough profit in the deal to be worth it to buy it from the wholesaler.  

The numbers look good all around, my lingering question mark is around general safety of the area.
