When I was at Hersha we used this approach for 3rd party hotel management engagements and for service providers who performed services on behalf of the hotels my employer owned/managed.

It measures investment performance and helps in determining the property’s value.

Either that will get the tenant to perform - at least for a period of time , or cut short a whole lot of aggravation. 

There are always going to be some variability in performance.

Perhaps paraphrasing this to say that he said people should inject bleach as a cure is slightly unfair, but I wouldn't call it a lie because the underlying point is accurate: he was suggesting that injecting bleach was a cure and bragging about how smart he is because he came up with the idea, and it's obviously all crazy talk.
