What you would want to clarify for us is whether the property in question is down in the flats area off of Edgewater st(lowest values in west Salem)or elsewhere.

The way that the property management company I used to work for is that we charged a flat fee for collecting late rents because of the extra work it took, and then forwarded anything above that amount to the owner. 

The market went up 25-30% in two or three years than flat-lined (stably) for the next 20 years.
