I'm not sure all inspectors will know or check the toilet water temperature, not to mention it will most likely not be hot when first checked (the water will have been sitting and cooled down) and will only be hot after a flush.

FWIW, I used a Nest thermostat in my house while my mom (who had dementia) lived with us, and one of the really nifty features is that in your account (online, only you will have the PW), you can set temperature parameters.

Odds are, the owner doesn't have a clue.If the outside temperature is over 90 degrees, A/C is an emergency, and you can pay the repair, and send the PM the bill.

What happens is that sometimes contractor mean well and pack insulation really tight, which prevents the air flow and the clod water supply line does not have a heat source, so more insulation will slow down the temperature drop, but eventually it will freeze.I can't see that being an issue with a boiler line, as it's constantly moving and is heated.

Just like swimming, whereas some people jump straight in without checking the temperature vs. those that conservatively put their foot in to check, the objective is to get in in the manner you are most comfortable.At least you are considering taking a job in the field....many newbies attempt to buy into some guru's system; buying into something they could have found free (or much, much cheaper elsewhere).

Your sizing assumes the cold incoming water in winter is 47 degrees, so your solution is to increase that incoming temperature even just 5-10 degrees would be huge.
