What’s required for success in this is deep knowledge of real estate in general and the area in particular; experience in real estate and the local laws, etc.; and capital to pay for options, marketing, legal counsel, accounting, tax advise, etc.  

Has anyone had experience with this - in other words - can she simply decline the charge without the credit card company reaching out for investigation into the matter?

I feel pretty free to tell someone when I think RE is not the greatest investment.

You'll likely need a higher down payment if you can find anyone willing to finance something like this as a first time investor; many require some level of rehab experience at the very least.
