The only other option is threatening legal action, but that doesn’t work unless you’re aware of what legal options you actually have and if you’re ready to take them, so unfortunately requires speaking to a competent local lawyer who specializes in real estate.

I am not an expert on Cleveland or Columbus but I will strongly recommend you visit the cities you may be interested in and tour the local market with a Broker/Agent that specializes in rentals.

I've thought of many different angels, but still not sure why this project was special/different or offering different terms.   

So, the stigma that Austin doesn’t allow STR investment properties, outside of special circumstances, now seems inaccurate.To be clear, this doesn’t mean that there are no rules or regulations.
