Something that may seem minor, until the city/town starts fining your property for not removing the snow off a sidewalk or heaven forbid, the tenant of the property slips and falls and then sues the property owner.

Right after they moved HOA started the project to redo all hallways (it is Florida so all outside) and sidewalks with the new cement.  7pm last night they allowed people to leave units and my tenant went with his wife who is in wheelchair outside.

There is not a sidewalk for her to use that goes to the front door.

Once all of that is done, the lot is basically ready to build on, though, you might have to bring utilities from the street, put in sidewalks, etc.

One of the repair items in my letter is to "uneven sidewalk" that is due to the neighbor's tree roots lifting the neighbor's sidewalk section adjacent to the "uneven" area.

That is accepted practice in my area and is in the lease.For my multi's, I provide a community icemelt bucket and 4 shovels, including a flatheat dirt shovel and sidewalk scraper for ice scraping. 

People walk across to the other side of the sidewalk when they see me walking my mixed breed dog that has never caused any issue but probably wouldn't do the same for little yappy dogs even though they're probably nowhere near as well trained as my pup.

But now my tenants will be without water until Tuesday until the plumbers dig up the sidewalk and replace the water supply line to the house.

They can contact me the same way the building inspector of another borough contacted me when I had a code violation (cracked sidewalk)...via US mail based on the mandatory tax property address on file for the the property.  

Never heard of such a thing, you own the property, the sidewalk is an easement, the city or HOA usually owns the sidewalk.
