You are likely to either miss or misunderstand some important elements.

I ended up having usps come out and replace just our lock.I’m not sure what the law is on this, but from my perspective it was on me to fix this and provide the tenant a working mailbox and corresponding key to said mailbox.Maybe I’m misunderstanding, but are your tenants asking to add a lock to their mailbox, asking for the key so they can access their mailbox, or lost the key and want another?

I think confusion stems from folks misunderstanding how a state law came into affect and thinking the law prevails from the federal level down.

People often ask for advice on here from a place of misunderstanding but from your post your asking people to help you either create the work around through the laws or to help you notice thing you haven't seen about getting caught.
