She has certainly had unfortunate luck since move in and we've addressed all complaints including being willing to replace basement carpet because of an odor that she states is present even though I can't smell it when I'm there and the carpet was professionally steam cleaned prior to move in.With this toilet overflow issue, tenant's renter's insurance policy states that this is a structural problem and thus our responsibility whereas we feel that the upstairs tenant is liable for this.  

We are full steam ahead!

In your list of things they must do, you will include everything I mentioned above - clean the walls, paint the walls (give them the brand and color of the paint you use), steam clean carpets, etc., etc.If you do everything right, according to the law, and they don't do the above, you can deduct all of those costs from their deposit, and you'll win in court.This book is cheap and invaluable.

I have a steam heat 4U, and when I bought it I contemplated separating the heat.  

This is the time to learn all the small rigmarole things you could ever possible try to know so when they show up later you can steam tile pass them with confidence.

Cheap labor often requires more oversight.A tenant turnover that has taken good care of the unit is nearly $1k (patch pin holes and touch up paint, steam clean carpet, seal grout/granite, toilet flaps, clean drains, misc).  

It only takes half a pound of steam pressure to move the steam through the piping and to the radiators at speeds up to 60 mph.

I think the difference of opinion here is mostly that some would go full steam ahead without a second thought and some would think it's a red flag.
