But I suspect most of these buyers believe the ARV is higher that what you do for the buildings they are buying and improving.

Given the high interest rates and the need for additional cash, it might be better to wait until market conditions improve.

Now, some banks have greatly improved their processes, others not so much but you still need some lead time to get a short sale done.

My assumption is that this is not their first rodeo and as such, their loan documents should have covered the need for permits for partial payments on the improvement amounts.
