Say an investor has $30-45K+ reserves and is  seeking a long-term  buy and hold for cash flow would you say it would be OK to buy these types of properties?  

I'm a licensed real estate salesperson and investor who owns some single family houses in an area that attracts people seeking vacation properties, but is not very densely populated. 

The off-market properties I'm seeking out personally are almost always low end (of the local market) , 95% raw land or tear downs.

This is my 3rd tour in Germany and I am also seeking to purchase rental property here as well.Finally, I am planning to do my first house hack upon my return to Baltimore next year.
