Syracuse is very spotty crime wise, there isn't a cut and dry good and bad side of the city walk the area, talk to neighbors and get a feel for where you are buying (unless you don't care about that).

In some places, these are very obviously going to backfire and either rent will be untouchable or landlords will simply sell and get out en masse, creating acute housing crises in the affected areas.

What happened here is we have the highest amount of in migration of any state in the country.. therefore we have an acute housing shortage.on my new construction here I have sold each and every home prior to sheet rock.. it will be interesting to see if new construction continues or we have a glut.. but in the meantime anyone who bought 3 to 5 years ago is smiling .. rents went up 30 to 50%  :)I just had lunch with my banker and his little SFR he had at 950 went vacant he re rented it at 1,500 with over 35 calls... and we are not talking SECTION 8 or anything here there is hardly any of that.. its 700 fico 100k a year in income work at Intel.

A "cut off" should be adopted for minor expenses and that should be in your Operating Agreement of an LLC or By Laws adopted in the minutes, you might have a cut off of $200.00, but that too can be based on the operations, the assets and cash on hand of an organization.
