I know it may be ideal to focus on Central California since I'm about a 2.5 hour drive from there, but the landlord friendly laws of other states entice me and I get concerned if I buy in California I'll end up getting a bad tenant without the ability to easily get them to leave.

When houses do come on the market, they easily sell for at least $80-$100k over ask or all cash with full waivers of inspection and appraisal.

I believe NY is the poster child...they've decided LL can bear the cost more easily and therefore will most likely prevent the spread if the tenant can simply tell the LL they need it eradicated.
