That offer was a year and a half ago and the bank still owns it and the fines are still running, I guess at some point they're going to have to donate it to the city because the house isn't even worth enough to negotiate it down.

It MIGHT be possible to get a tax benefit if the property is being sold at a discount to fair market value, the difference between the sale price and fair market value could be considered a donation if it is to a tax exempt organization.

I would contact the local fire department first and ask if they would do it and in return make a donation to the department, also you could write off the donation at tax time.
