I want to make this a win/win for both parties and I don't want to offend my dad and his siblings by offering a number (purchase price) that they wont fully understand.  

I have a point to make here:  none of my siblings did any of these things. 

Obviously, I would love the chance to get ahead of this crazy market, but there is some agreements that need to made.1) Parents would be able to come and go, they want to live in house w/ us 6 months out of the year 2) Sibling would get $100,000 from sale for down payment to purchase a home in Utah for my parents to share w/ them so they can see grandkids in Utah and California 3) We all as a family would have to agree-we all want it in writing and I'm concerned that if it goes south it can cause problems w/ family relationships.How would you go about this?

I also want to add the dynamic of additional siblings who refuse to sign off on anything so that my mother can get a loan in her name since technically the home belongs to all of the siblings. 

My wife and 9 other siblings are settling there parents estate. 

Heir wants another $20k to divide among himself and 2 siblings (finder's fee, maybe?).

While he may be completely truthful, you don't want to find yourself in a situation where there are dead siblings with living children of their own, or out of town heirs who need notice, etc... 

Maybe but they're probably just siblings.
