I would ask either the title company or a real estate attorney in the area what government agency to report them to.

Then I would seek a legal consultation from a real estate attorney to assist in evicting them if they will not leave (we have a few great attorneys we work with in the area). 

Their website says they do lots of things in the real estate world but there isn't much detail.

PMC staff are good at maintenance and maybe repairs, but they are NOT licensed contractors with years of real-world experience.

What you have described sounds like a real estate  race to the bottom and you will be in the lead .

This could significantly increase the sale price and net profit after selling.Pros of Selling: Immediate large cash flow that could be reinvested elsewhere (stocks, other real estate).
