Other contractors hired to look at the property are saying something was not done correctly.

The easiest way to do this is to shop multiple groups, but like hiring any contractor, less expensive doesn't mean better.  

Being new to the LA market, I'm looking to partner with someone who has established relationships with local contractors and/or experience with creative financing.

Don’t assume they are valid, especially if your borrower uses unlicensed contractors, but understand what’s going on and what you might eventually contest or pay.Verify property taxes have been paid.

Don't just hire a contractor a PM and tell them to fix the property.
