The proper jurisdiction will be where the property is located, always, but you may agree to other remedies if that state allows and then you may have civil matters aside from the real estate.

Update: I went to the Municipal Court office in Renton on lunch and they told me that Evictions are civil court cases and handled at Superior Court offices.
