Maybe it's the architect in me, But when I think of quality of life I think of everything I need for my survival within a reasonable proximity to where I live.

I would suggest reaching out to a local Architect who is familiar with the zoning and is a frequent visitor of the zoning/planning board meetings.

I got into Real Estate Development after completing a Masters of Real Estate Development for Architects degree in 2013.

You'd need an architect to get schematic design off the ground. 

First thing out of the gate is a geo tech report.. give that to a civil then they design structure then give to architect to design the home.. who knows how much it could cost.. even on flat ground ..
