I could refi and have the property for free plus maybe 5k and $120/mo but to me - that just isn't a good return. 

First, if you resell the note, most investors will want a 10%+ return.

Based on those numbers, yes CoC return is "accurate" but I wouldn't say it's "reasonable"...in fact, it seems VERY high.

I have been running numbers lately, and that range seems to work best for my situation.

But what you pay extra for those lots doesn't justify the return in rents you're going to get.
