I suspect the builder got a variance on parking requirements to build the low-income housing. 

You might be able to subdivide and sell to builders.

Hi all,        I've been actively looking for real estate agents and met several of them and seems like they're not the one's that I can build a long term relationship with because they haven't worked with too many investors or builders.

Well, all of those sites have since removed the review (likely at the request of the builder).

In order to be at that price point on the ARV, it's going to take a skilled builder who knows what they are really doing to achieve those prices. 

In addition it's a good idea to have a stronghold in an area with local builders, handymen and contractors to get quality work done and on budget.
