Can the cops or some authority be called on a neighbor who throws their trash out in their yard!

If so, then that should transfer the authority to you to file based on the tenant's failure to adhere to lease terms.  

The tenant tried to file a complaint with me at the housing authority and I was able to show documentation that it was his washing machine that had caused the damage.

When shopping for lenders make sure that in the excel document that you declare your assets edit their document and specifically state that they are not allowed to run your credit without your authorization.

@Brock Norton, I think you may be confusing a few things here.Federal Housing Authority (FHA) loans are backed by Housing and Urban Development (HUD) to help new buyers get into a property with a very low down payment.
