It's called a BTU meter, measures the temperature and flow of incoming and outgoing water to determine how many BTUs the tenant has used.

(The temperature in the bags needs to be 100+ F, so you might want to use a heater of some kind- around 48 hours at this temperature should kill all the fleas)Buy some Diatomaceous Earth and spread it all across the carpet and make sure it gets in deep into the fibers.

That is pretty much a death sentence for a landlord because frigid temperatures combined with FEET of lake effect snow all the time does't motivate anyone to move.

I'm not familiar with what type of system you have.Generally speaking, the most cost effective way to stay warm in the winter is to dress in layers and set a reasonable room temperature in the high 60s or maybe 70, but some tenants like to sit around in their shorts and t-shirts with the t-stat set on 80, then complain when the heat bill is high.
