You mindset should be supervised and micro manage your PM.

Every RE Agent must work under the supervision of a Broker. 

Then I think they have 2 weeks to pay back rent and fees...and if they do not, you can have the sheriff supervise the removal of the belongings from the property.If you are not in compliance with all these laws...then it is going to be a whole other story.

There are also many other things that your PM company does such as bookkeeping, staff training, cap ex supervision, staff replacement if needed, additional staff if needed for special projects, liaison with the owner, etc.

We are doing a few unit renovations in springfield mass right now where we have negotiated down large orders (i.e. flooring) and have passed that on to the owners (owners hired us for construction supervision basically), but most times contractors never tell the owner.

You need to get real educational materials, like Real Estate 101 at a college book store or a test manual for agents from any real estate school.You learn requirements from real estate organizations that supervise activities, like American Land Title Association, HUD, state statutes involving real estate, look to professional organizations on line of appraisers, loan officers and brokers, Board of Realtors.

To manage property for others in Illinois you are required to have your Real Estate license working under the supervision of a Broker.   

If they are participating in a larger project, they pair up with an experienced Senior Network Engineer and perform some of the easier tasks (equipment inventory, physical installation, cabling, upgrade software, etc.) or work under direct supervision. 

Pass the work and the buck to someone else whom you inadequately supervise, and you'll get screwed.
