You have to think, if we do that and we get the call we are going to try to list for maximum value to the broad market as we have a fiduciary duty to do that. 

Here is how we usually handle situations like this: if a tenant communicates with us, we usually try to work something out with the tenant. 

That is the best option if you are truly trying to help a family member.you cannot get control of the mortgage, you can do sub2 but you are not in control, the bank could call it due if they see the property transfers title.The other way is for you to buy it from them at market rate, then rent it back to them at market rate.

@Patricia Steiner As it is a condo I would think you could try to get the Association to do external pest control.

I see it somewhat regular of people who got into a "deal" with HML, to do a Brrr and now it's half done reno and there desperately trying to sell it as-is to bail them out. 

During our tenure, someone tried unsuccessfully once to drill out the locks on our vending machine and coin changer, but nothing too eventful aside from that.

To help support that avatar, try and have on-site parking and ideally a place where a large work truck can be parked without issue (think fully decked out F-350).
