So its not that issue for me.. its simply what I experienced and we probably were not good enough at it (landlording) even though we might have thought we were... bad tenants simply come in every flavor of the rainbow..

There are lots of similarities to the beaches across southeastern NC -- however; there are many subtle differences that tend to attract people to one beach or another for some particular reason.

I've been out for 17 years, but I'm still working in the DoD and I can tell you I have noticed there has been a subtle downtick in service members PCSing every 3 years as in the past. 

That delay may hinder back-and-forth negotiations and subtle information may get lost.
