From what I can see I would probably replace what look like the original windows and delete the one in the middle which looks to be added later. 

We will be adding a laundry room that can be accessed by both units after replacing the rest of the flooring.

They're separately metered and both legal, but according to zoning laws (section 12.23) it's not clear that the residential unit can be "added to or enlarged" so I'm looking at converting it to a legal ADU as well.

They can give you a bead on the type of people they are and how they might be able to deal with.I also find it hard to believe that the current owner went through the expense of researching, foreclosing, and paying everything up without knowing anything about who is in it.

I fully expect 10% to be added to my purchase at the drive through.
