They're separately metered and both legal, but according to zoning laws (section 12.23) it's not clear that the residential unit can be "added to or enlarged" so I'm looking at converting it to a legal ADU as well.

They can give you a bead on the type of people they are and how they might be able to deal with.I also find it hard to believe that the current owner went through the expense of researching, foreclosing, and paying everything up without knowing anything about who is in it.
