If you can't prove negligence or abuse, then you shouldn't charge them for it.Ask the tenant to compromise.

The property may also be owned by the government and may be used as something like a 'hidden' shelter for abuse victims, safe house for the judicial system, undercover law enforcement operation of some sort, etc.

While it's very unfortunate that they can't make rent the eviction laws protect them but if drug abuse is listen on your lease, you have every right to enforce it. 

It's far from a perfect system and is open to fraud and abuse and I agree with an earlier poster who has concerns about remote notarization. 

-  The tenant has done nothing but cause problems since she moved in, damaging the garage door, leaving trash on her balcony, refusing to keep home clean, verbally abusing my property manager, refusing to allow for repairs to be done, late rent payments-  The tenant recently raised concern that my father's water comes from the water heater that she pays the gas bill on-  This concern never came up in the last 10 months, but now that she does not have the money to pay her rent she has sent my property manager her gas bill, which shows a $900+ balance. 

This is both to keepthe restriction easier to apply and because the Department believes that the class of relatives covered is sufficient to cover the circumstances inwhich the program is most likely to be abused.

We all know people that have high IQ's, but couldn't' walk across the street without getting hit by a bus.

So, I trust that he would not abuse.
