Looking for guidance on the following expenditures made and the application of the $2500 De Minimis Safe Harbor rules.Do either replacement of kitchen cabinets or replacement of flooring with laminate and vinyl fall under this rule? 

Personally, I'd rather play it safe and use one of these methods even though it may not be strictly required.

They want to see how SAFE you are, not how savvy you are for finding it, which congrats on that also. 

The POA has that rule because a church owned one home and they had way too many church folks coming at a time, taking over the entire beach, playground, etc. for their church use.
