I'll take a guess: Ultra liberal rent control policies that don't allow rent increases that keep up with inflation + anti-landlord policies = Landlord not giving a **** about the place and not fixing things.It sounds like he wants you gone. 

I went to a liberal arts university in Douglas County and lived there for many years so it's safe to say I have a passion for helping those that need a hand up.

Frankly I think you should be happy that the most liberal state in the union has been so reasonable. 

Largely, that's because we tell anyone with a brain they need to go to college - even if they end up $100K in debt for a liberal arts degree (philosophy/polisci for me....employers were beating down my door, man!)

I'm a CA native and there are good things about this state (weather, jobs, liberal) but there are so many places in the US that are more affordable! 

Liberals love the regulation and the taxing (I guess) or our lovely State would go Red. lol

Let's say you have the option to go to a private liberal arts school for $50k a year versus a state school for $15k.

Currently the only degrees that are here is liberal arts, accounting, and business administration.

I wouldn't feel comfortable taking this person to court for an eviction even if it is in violation of the lease terms as it would be too easy to get a liberal judge that ignores it, and says they are not behind on current rent do and its in their view a minor lease infraction.
