Exception #2 would apply to your condition:"Within a dwelling unit or sleeping unit in a Group R occupancy, habitable spaces and hallways shall have a ceiling height of not less than 7' above the finished floor.

The former point is a lot harder than people realize, go with someone to find the land they want to buy for data centers there's so many intrinsic properties required of it's tough cause it's finite-- latency requirements, infrascuture for cooling methods,etc..
