@Melissa Villegas, this all depends on your market and how it compares to the other rents.For example, my rentals in Tempe, AZ are all remodeled completely within the last 5 years but I just visited my girlfriend's sister in Chicago this week. 

.* how informed are local appliance repair companies to know to how to replace sensi-temp burner coils with the old style ones without the sensors, since I'm remote and use a property manager, and don't expect the tenant to DIY.

Also there are price increases coming this fall and I had tenants that needed this fixed asap as temps are +100.

I did give them a history of utility costs and the average temp for those months.How would I word a credit like that into the lease?

Someone suggested a temp agency which I didn't even think about and will pursue now.

The current system is almost certainly not sized to be compatible with zoning dampers, nor will that actually control the temp in each unit, rather just the amount of airflow.
