I would not say it is a deal breaker but I would speak with the city/county as well as septic contractors to get an idea of the cost (in dollars and time) and use these items to negotiate/renegotiate with the seller.  

This can potentially lead to problems and the safety of the others in the home.I am planning on speaking with him about the lease violations and switching him from yearly to monthly with an increase in rent, due to the increased labor of the cat and the checks in of the cleanliness of the room. 

If you just hire the cheapest or first PMC you speak with and it turns into a bad experience, please don’t assume ALL PMC’s are bad and start trashing PMC’s in general.

Listen to podcasts, read books, and if you plan to invest in the Netherlands find some resources that speak to that market specifically.

Agree with @John Underwood.....if you use a PM, your profits will be pretty small, generally speaking that is, some properties will do ok.

I am by no means a tax expert so keep that in mind I just speak from personal experience.

Best thing to do would be to speak with a good local CPA who can guide you through all of that.  

Geographically speaking anything you could drive to and from in a day would be a great start.
