He will be selling the project to buyers once completed and not interested in operating.How should I evaluate this deal from an investment point?

We need to ensure that residents are not negatively impacted when selling properties.

The investor “gave up” after numerous attempts to sell the lot or get a “refund” from the county proved unsuccessful.  

I asked if he was willing to sell the house cash?

I know someone recently who had a NY loan and they could not find a servicer to touch it because it was being self serviced - so they had no way of selling it as no investor would take on that risk.The other concern is usury laws.
