In the end we had to tear off the front porch and dig down 9 feet to wash the foundation, 3 coats of elastomeric sealant along with a waterproof membrane over the whole thing.

Courtney, it actually sounds like you need a knowledgeable Roofer that will know how to find the source of the leak, weather it's with the roof membrane or perhaps the A/C coils dripping to the inside (as an example, it happens!).

The EPDM (rubber) is basically "out" now, and pricing on TPO (white membrane) is really crazy and still has supply shortages.

I think it's because the basement (concrete, cinder block) walls are in direct contact with the soil (newer homes usually have a barrier or membrane fastened to the outside walls, which keeps water away from the wall, and forces it down to the footings, where the weeping or drainage tile is located), which contains a fair amount of water.

Even in low end rentals, we only recommend 100% complete ceramic tile walk-in showers or cast iron/porcelain tubs with ceramic tile surrounds, and, depending on the property and the Owner preference, either a copper or membrane actual shower pan.
