Keep in mind we are a "Mega PM", big staff big unit count, so it's a lot different then the Ma & Pa, but the principles can apply.

My opinion-- buy in the winter, underwrite with an extra long vacancy, get some seller concessions to defeat the cash flow if it's really that tight.

Affordability is linked just to Salaries, income from the property is not counted. 

Perhaps the ban will give people the idea that count officials are doing something about the problem.

And location makes a huge difference. in Markets that dont move much in value then door count can be critical but in markets where prices may have 2X to 3X over the last say 15 years door counts are not as critical to net worth .

I am happy to have their expertise to continue to count on. 

These rentals wouldn't count against me (e.g. if they had bad reviews, they wouldn't be on my listing since the old property management company just paid me out).This gave me the opportunity to get the tail end of the high season and get some money in the door.
