Unfortunately 55 degrees is not an un-inhabitable temperature and likely will not qualify as a reason to break the lease.

Yes, I have contacted the City about this, and they tell me due to budget cuts, they cant attend to all abandon homes, unless it has severe structural damage that could affect the inhabitable home...whatever...

And do civilians tend to shy away from these areas for reasons such as loud low-flying planes, etc, thereby narrowing your tenant pool to military families?

I have about 6 months left in Hawaii and as I transition from the Marine Corps to the civilian world i will be moving back home to Southern Illinois and I really would like to get into real estate investing.

My daily job in the Air Force is Cyber Security, which is fun and will be very lucrative in the civilian side, but I'm more of a hands-on active person (I did Interior Trim before I joined the military and loved it). 

One good thing about these kind of properties is that they are living there so at least it its inhabitable and may not need major work and rent is coming in.

It will be bringing about 1,500 troop and civilian contractors to the area, if it get approved and is not fought by the city.
