It's going to need a new roof here in a few years, and new flooring in both units. 

Adding a 1/2 bath, new roof, central air or other typical improvements will increase the value of the property. 

I’ll also call code enforcement and check the county records just to see when things like roof/hvac have been done/permitted. 

Then it's simple, build the home, find crews to do the work (you should already have them basically from the prior step), excavation, concrete, sealing, framing, roof/gutters/siding, windows, insulation drywall, plumbing, HVAC, electrical, finishes, etc. basically in that order.

If the consensus is that they are flat or higher, properties will be priced accordingly. 

I always assumed that the buildings in that area were condos and flats mostly.  

Right now the only utility at the garage is power so basically I am starting with a frame and a roof. 

His stuff works if you work it, which is where most people fall flat.  

Have you considered a flat fee MLS listing as a way to gauge interest and possibly sell?

If the area is not growing, then appreciation will be flat.
