(I previously cleaned these gutters with a leaf blower myself when I lived in the property). 

If the clog is to far from the clean out, you could try blowing it out with a strong shop vac or leaf blower.  

Expecting pretty typical yields this year (4-6 tons/acre in VSP/premium acreage; 6-10+ tons/acre in 4th leaf high wire before thinning that down to 5-6 tons so they can focus on vegetative growth for one more year).

The drywaller could have gold leafed that garage cheaper.  

Maybe plant a few trees as shady spots in 30 years :) Leaf pickup is only once a year!

Is it common practice to require the tenant to maintain the yard work on a  SINGLE FAMILY RESIDENTIAL rental house, i.e, cut grass, trim hedges, leaf maint.??  

We made about $17k in short term rentals using AirBnB and VRBO - but because it was our own vacation place first and an investment second, we didn't rent it out on the most popular weeks of the year (Xmas, school vacation, long weekends, July 4th, leaf peeper weekends in the fall, etc).

Maybe they haven't turned over every leaf?

As far as the water goes, I believe it's just an assessment quarterly that includes water sewer and garbage and leaf pick up and what have you.
