I think it mostly means that some state's associations of realtors have lobbied for fancier titles.

He is quoted as having 75 investors who plan to lobby the City Council.

The second story has 2 bedrooms 1 bath and a theatre room with a kitchenette/bar in the back of the theater room.

Unless the investor lobby gets this whole seller financing part of DF removed with subsequent legislation.

The monthly HOA dues are low and there is no golf initiation fees.Both communities are close to theaters, restaurants, shopping, medical centers and hospitals.  

Major metros and the hotel lobby are very against them (I can hear arguments on both sides) but if it's what people want to do, they will end up doing it anyway and eventually the cities will get on board and/or landlords will find ways to comply with the newer, stricter regulations.
