Here in FL, we have a lot of homes with foundation problems due to karst topography/sinkholes but also bc underneath the sandy top layer, there is clay, which expands and contracts with how much rain we get.

If first round of testing doesn't look good, they will bore into the ground to look for soil contamination. 

If it is underneath the new latex paint (which it probably is), and the new paint is in good condition, it wasn't a problem before you got it tested and it likely won't be a problem after you get it tested.
