I would have simply said they the ceiling fan stays when they move out as its an upgrade and a light fixture is a "fixture" aka once attached to real estate it legally becomes part of the real estate and YOUR (the landlord's) property.

@Christine House This can be the downside with investing in properties that have a HOA (sometimes they have a max capacity of how many rentals can be within the HOA, what type of rental they can be, or they can cut off rentals all together at anytime)If you have family that lives in the area, that could be a better option temporarily until you move it on into something else that can work for what you're tying to do.

I’ve definitely seen this, or rather one part of the bank saying it should be fine and the back office part having a different trip wire for return.Doesn’t mean the tenant didn’t cut it awfully close but I’d let it go as long as it was resolved immediately and the tenant paid any overdraft fee.
